#422 and #442 are duplicates of this bug.

Apparently, this 3G modem works fine without an USB hub.

Confirmed. I have a Huawei E160E 3G USB dongle and it doesn't dial in if connected to a USB hub. The modem works fine without a USB hub.

Could you perhaps try using the development firmware, connect via SSH, execute the following command and paste the result here?

I'm marking this as a duplicate of #857. This bug report concerns HUAWEI modems, but the problem seems more general than that.
