Access the modem while thwe connection is down

Description
When mi internet connection is down, to connect again I have to acces the modem web-dashboard at the ip 192.168.0.1 Although when there is no internet connectivity the "La fonera" always shows me the "Misconfigured connection"-orange-webpage. Can you fix that?
