Add NTP server and LuCI configuration options

Description

Please add a small NTP server to fonera and a small window to configure the time zone, sources etc. to LuCI.

It's important set the time zone (and KNOW the time of the Fonera) to configure correctly the time intervals in transmission and in the download manager.

As part of the upcoming 2.3.7.0 firmware release, we're reviewing old open tickets to see if they are still relevant, which is why you get this response now.

Giuseppe, the timezone is configurable in recent firmwares (see #1190)

Anonymous, the Fonera already runs an NTP client on boot to do a one-off timesync.

Implementing a full NTP server doesn't seem so useful, any client that can use the Fonera can just as well (perhaps even better) use an internet NTP server directly.
